Furthermore, the government of CAR collected data from key stakeholders who could participate in the implementation of the second action plan, including political-administrative authorities, pertinent services, leaders of the CSOs, Communitary Assistance Organizations (OACs) and feminist organizations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are different challenges the government in CAR identified, including:\u00a0<\/span><span style=\"font-weight: 400;\">The existence of discriminatory laws;\u00a0<\/span><span style=\"font-weight: 400;\">Insufficient periodic reports on the implementation of international legal instruments;\u00a0<\/span><span style=\"font-weight: 400;\">The persistence of insecurity in the country;\u00a0<\/span><span style=\"font-weight: 400;\">Weak allocation of financial resources for the implementation of the NAP on UNSCR 1325;\u00a0<\/span><span style=\"font-weight: 400;\">Lack of a grounded approach for gender-sensitive budgeting at the national and sectoral level;\u00a0<\/span><span style=\"font-weight: 400;\">Lack of a national database of gender-based violence;\u00a0<\/span><span style=\"font-weight: 400;\">Lack of a gender-sensitive Sectoral Strategy in the Defense and Security Forces;\u00a0<\/span><span style=\"font-weight: 400;\">Insufficient synergy between the key stakeholders for the implementation of the NAP.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 2019-2022 CAR NAP has strategic axes that structure the document:\u00a0<\/span><span style=\"font-weight: 400;\">Reinforcement of conflict prevention measures in order to avoid the emergence of violent conflicts and consolidation of peace;\u00a0<\/span><span style=\"font-weight: 400;\">Full and meaningful participation and strong leadership of women in all efforts to maintain and promote peace and security;\u00a0<\/span><span style=\"font-weight: 400;\">Strengthening protection to promote and protect human rights, specifically those of women, in times of peace, in times of conflict, and at all stages of conflict resolution;\u00a0<\/span><span style=\"font-weight: 400;\">Recovery and transitional justice so that the specific needs of women and girls are guaranteed in all reconstruction processes in conflict or post-conflict situations, with particular attention to the most vulnerable (displaced and\/or refugee women and girls, survivors of gender-based violence, women and girls with disabilities);\u00a0<\/span><span style=\"font-weight: 400;\">Strengthening protection and security in the face of new human security threats.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Central African Republic reported on its WPS implementation in its <\/span><a href=\"https:\/\/www.unwomen.org\/-\/media\/headquarters\/attachments\/sections\/csw\/64\/national-reviews\/central_african_republic.pdf?la=en&amp;vs=5122\"><span style=\"font-weight: 400;\">national reporting for Beijing+25<\/span><\/a><span style=\"font-weight: 400;\"> and in preparation for CSW64 (2020).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Central African Republic gained independence from France in 1960, after decades of colonial rule. The most recent armed conflict in the history of the CAR is its ongoing civil war, which started in 2012. The <\/span><a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/violence-central-african-republic\"><span style=\"font-weight: 400;\">conflict<\/span><\/a><span style=\"font-weight: 400;\"> has displaced thousands of people and left millions in need of humanitarian aid. In 2014, the UN Security Council established the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (<\/span><a href=\"https:\/\/minusca.unmissions.org\/en\/about\"><span style=\"font-weight: 400;\">MINUSCA<\/span><\/a><span style=\"font-weight: 400;\">) to ensure peace and stability in the country. Nevertheless, there have been several <\/span><a href=\"https:\/\/www.un.org\/africarenewal\/news\/fresh-allegations-sexual-abuse-made-against-un-peacekeepers-central-african-republic\"><span style=\"font-weight: 400;\">allegations<\/span><\/a><span style=\"font-weight: 400;\"> of sexual exploitation and abuse by peacekeepers in the CAR.\u00a0<\/span><\/p>\n\t\t<\/div>\n\t\t\t\t<\/article>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column Examples of the enlisted actions are below.<\/span><\/p><p><span style=\"font-weight: 400;\">1.1 Sensitize the members of the Government and national top executives on UNSCR 1325 and national and international legal instruments on human rights, as well as on the need to promote policies that reinforce the protection of women and girls.<\/span><\/p><p><span style=\"font-weight: 400;\">1.5 Promote dialogue among all the signatories of the Peace and Reconciliation Accords by calling on them to put an end to violence in all forms.<\/span><\/p><p><span style=\"font-weight: 400;\">2.2 Review discriminatory laws that prevent the promotion of women\u2019s rights.<\/span><\/p><p><span style=\"font-weight: 400;\">2.11 Train women leaders on conflict resolution, mediation and peace consolidation.<\/span><\/p><p><span style=\"font-weight: 400;\">3.6 Ensure the implementation of holistic care for women and girls, and men and boys who are survivors of sexual violence.<\/span><\/p><p><span style=\"font-weight: 400;\">4.3 Implement a reparations system for victims of sexual and gender-based violence during conflict.<\/span><\/p><p><span style=\"font-weight: 400;\">5.6 Include women in the fight against climate change<\/span><\/p>                                            <\/div>\n                \n                    <div class=\"clearfix inactive\">\n                                                    <p><span style=\"font-weight: 400;\">Indicators depend upon the objectives of the axis, establishing expected outcomes.<\/span><\/p><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">UNSCR 1325 and international and national texts regarding human rights as well as the protection of women and girls are known among 60% of the community and are sufficiently implemented by key stakeholders.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Women\u2019s participation in decision-making at all levels in conflict prevention, resolution, and security governance are significantly increased with tangible results.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Concrete measures are implemented for the promotion and protection of women\u2019s rights.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The specific needs of women are considered in post-conflict reconstruction, and in conflict and post conflict situations, with particular attention to the most vulnerable (women and girls internally displaced, with a disability, survivors of GBV, etc.)<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Women and girls are better protected and supported during emerging epidemics, natural disasters, climate change, and terrorist threats.<\/span><\/li><\/ol><p><span style=\"font-weight: 400;\">Likewise, the NAP includes indicators for each activity enlisted. It also includes a matrix for this process, where the objectives, strategies, specific actions, indicators, means of verification, data collection methods, frequency of the reports and responsible individuals or institutions. No further information is included.<\/span><\/p>                                            <\/div>\n                \n                    <div class=\"clearfix inactive\">\n                                                    <p><span style=\"font-weight: 400;\">The NAP identifies that CFA 4,400,000,000 (Approx. USD 7,400,000) will be needed for the full implementation of the Plan. The Ministry for the Promotion of the Women, of the Family, and the Protection of the Child is responsible for advocating for financing for the NAP in the national budget and mobilizing internal resources. Additionally, the working group for the NAP will collaborate with the technical and financial partners to identify the available and potential sources of financing for the implementation of the NAP. Furthermore, UNFPA AND UN Women will support the Ministry to organize biannual advocacy meetings with senior officials of banking institutions, heads of commercial institutions, NGO leaders and majors to ensure support for the NAP. <\/span><\/p>                                            <\/div>\n                \n                    <div class=\"clearfix inactive\">\n                                                    <p><span style=\"font-weight: 400;\">Throughout the document, there is a recurrent recognition of the role women play regarding disarmament, particularly through DDR processes.
